Firstly, I will say, there is fear in talking about being a victim; fear of not being believed, fear of what the perpetrator will do, fear of being judged, fear of being unheard and the fear of being told you are to blame and the shame. I faced all of these fears when I reported anti social behaviour and harassment to Camden Council about their untenative Council tenant.
The treatment centre made it clear, it had to be somewhere very, very safe so that I could go on to engage in other services (PTSD treatment). Since leaving treatment my homelife has not been safe. Camden provided me with a private landlord from their private lettings scheme who lied and said that the rent was never paid and therefor she could not fix anything, so I continued to live in disrepair. Eventually I took her to court and won. I was also told I was not eligible for housing despite all of my traumas. According to Camden Councils heavy drinker Shaun Flook (pictured, who has a degree in Geography) I was not considered 'vulnerable'.
However, Camden said they had fulfilled their duty of care by providing me with a flat!! The landlady was unbearable and another lady in the building rented a beautiful flat to me, that I have since managed to make a home for my dog and I.
In March 2019 a Council tenant moved in next door. I knew it was going to be a disaster when he moved in with some rogue cast of characters in the middle of the night and it has continued to go downhill for the past year. For the past twelve months I have been the victim of anti-social behaviour and direct harassment by a Camden Council tenant. He has been police raided and had numerous police visits. It would also be fair to say that the tenant was on Lavinia Mayers Camden Councils Neighbourhood Housing Officer radar because the police informed Lavinia of the address. I was also liasing with Lavinia Mayers who was the Neighbourhood Housing Officer as well as Terry Haslam at Camden Councils ‘Community safety’ team.
As a new tenant he was on an 'introductary tenancy'. After a year with no conplaints, bad behaviour it then becomes a proper tenancy. It's piss easy to evict/move on a tenant on this probationary tenancy, but Camden Council did not. At very least his probation could have been extended.
I submitted harassment journals, crime reference numbers and forwarded any incidets of the anti-social behaviour onto Lavinia Mayers the Neighbourhood Housing Officer. However, Lavinia’s work hours seemed to be very limited, she seems to either be ill or having a day off. It was very clear to me early on that Lavinia Mayers struggled to keep on top of her workload.As a new tenant he was on an 'introductary tenancy'. I was risk assessed by Camden in early March 2020. I have a history of being a victim of sexual violence that I had been trying to overcome, so a risk assessment was necessary. As I was trying to recall every detail I could remember about my anti-social neighbour I felt the risk assessment lady was leading me into answers with her condescending tone in order to minismise the severity of what had been happening. Overlooking the risk assessment was Lavinia Mayers who was saying to me ‘try to remember he’s vulnerable'. However, I felt that this was a highly unprofessional way for Lavinia Mayers to be behaving, but I gave her the benefit of the doubt because she looked sweet. I did remind her that the anti social tenants non discriptive 'vulnerabilities' did not outweigh my vulnerabilities as a single female living alone with an already highly traumatic past.
I reminded Lavinia I was the woman who had been a victim of anti-social behaviour from the council tenant who had ‘friends’ who had threatened me. Friends that nobody seemed to know who they were including the tenant himself. It was also sometime after when reading the risk assessment that I also felt the risk assessment lady had carried out half of a 'risk assessment' I pointed out to her incidents that she had missed and her response was 'I don't note them all'
The anti-social behaviour towards me continued, letters and money were put through my door, the tone of the letters changed depending on the tenant's needs and wants of the day, I was also Indecently Exposed to an Act that contravened the Sexual Offences Act (2003). I sent Lavinia Myers my updated letters and anti-social journal. It took some time for her to reply as she had been off 'ill'.
Below are extracts from the transcript of what was said in our tape-recorded phone conversation.
Lavinia. Is that (Name redacted)?
(Name redacted). Yes, it is
Lavinia. I just rang you and left you a voicemail. First of all, I must apologise I have been off work ill and only now seeing my emails.
(Name redacted). Don't worry about it.
Lavinia. No, I really need to explain to you and I have not been to the office and I have been unwell.
(Name redacted). Lavinia's behaviour has not changed, I have sent you loads of emails and I am really freaked out. He has been putting letters through my door and money.
Lavinia. (name redacted), what are you doing to encourage this behaviour, you must be encouraging it.
(Name redacted). What! No, I have not and he's put money through my door, I can't cope with this.
Lavina. You are obviously encouraging this behaviour. Why would he put money through your door? What are you doing (name redacted) to encourage this behaviour?
(name redacted) I've emailed you all the letters
Lavinia. I have not seen them yet. Today I am going to write to (name redacted) about his tenancy and that we will be seeking possession of the flat, and that he has been harassing you.
(Name Redacted). What the fuck, do not mention my name to him, stop what you are doing right now. I never ever said you could pass my details on to my neighbour, ever. Is he going to get kicked out now?
Lavinia. Oh, you needed to make that clear. No (name redacted), we can't move him on if he does not want to be moved on. A judge needs to decide if we can evict him.
(Name redacted). I have made that clear from the very beginning, I do not consent to him knowing it is me. Lavinia, I want him to stop harassing me.
Lavinia. If any more letters come through your door, don't read them just rip them up and don't look at them. Throw them all away and any letters that you have.
(Name redacted). That's evidence that can be used at a trial.
Lavinia is silent

Lavinia. Um'.
I put the phone down on Lavinia. She rang back twice and left two voicemails, the calls from; victim blaming data protection intolerant Lavinia Myers were never returned. I was left furious at Lavinia Mayer's response and I immediately started emailing other residents to get the details of her boss.
I did find her boss's email from another resident, who shared her experience of anti-social behaviour with me from another resident.
Nevertheless, I contacted Kieran Waller who is Camden Councils Neighbourhood Manager and Lavinia's boss.

I told him; Lavinia asked me to destroy evidence, and that she asked me what I had been doing to cause this harassment and behaviour from my neighbour (that the whole building has complained about, not just I).
I told him that I had spoken out with enormous courage and was now accused of being the instigator. I was gobsmacked at how Lavinia could point the finger and blame me? I did not appreciate being told I am the instigator of the trouble going on. My vulnerability is known to Camden and I did not appreciate Lavinia, a civil servant telling me I was causing it. Lavinia also breached data protection. She had told another neighbour (name redacted) about the screen grabs I sent her regarding my conversation with (name redacted) about our neighbour.

Keiran Waller, Camden Councils Neighbourhood Manager who has a diploma in media studies carried out an ‘investigation’. He found that Lavinia suggested that you could send pictures of the letters by email to her for evidence which you had declined. She agreed to refer you to Camden safety net and suggested you ignore the letters if they are upsetting you. Lavinia does not recall suggesting you destroy the letters or that you were encouraging this behaviour from your neighbour. She has also confirmed she has not shared any of your personal information with your neighbours. He, therefore, found no problems with Lavinia's work ethic and even suggested that she had a good long-standing relationship with the tenants.
I replied to Kieran Waller Camden Councils Neighbourhood Manager. I said, ‘Thank you for taking the time to send me your hoax investigation of my complaint regarding Data Protection intolerant Lavinia Myers. As I am sure Keir Stramer will tell you (as he is a QC and copied in on this email); Justice is determined by facts not hearsay. I have attached my date and time evidence-driven facts (emails in their original format originally sent to Lavinia Mayers) which show that you have carried out a hoax investigation and you are now a primary witness to Lavinia Myers's hoax lies. I am sorry to tell you that your lies in your hoax investigation have not survived the disinfecting sunlight of evidence provided. Whatever you and Ms Myers have been eating for breakfast, it is certainly not a truth serum. No amount of manipulation can change the fact that Lavinia Myers made these comments and you carried out a hoax investigation to cover up her lies’.
I broke down Keiran Wallers hoax investigation;
1, Keiran Waller says ‘Lavinia suggested that you could send pictures of the letters by email to her for evidence which you had declined’.
Answer. Please see attachments discrediting Lavinia's first lie. My original emails sent to Lavinia Myers are attached with the letters and evidence, also copied in on the original emails are community support and victim support. I did not decline to send any evidence and was always very forthcoming with providing evidence. The original emails of the evidence were attached and sent to Kieran in their original format to disprove the first lie.
2, Keiran said. Lavinia does not recall suggesting you destroy the letters or that you were encouraging this behaviour from your neighbour.
Answer. I attached a transcript of the conversation and attached the sound bite of the conversation, discrediting Lavinia's second lie.
3, 4, She has also confirmed she has not shared any of your personal information with your neighbours.
Answer. She shared my details with (name redacted), the lady living underneath the anti-social neighbour, she told (name redacted) she had seen text exchanges that I showed Lavinia Myers in CONFIDENCE.
4, Keiran stated Lavinia Mayers had a good reputation on the estate with the residents.
Answer. I attached a screengrab (deleteing the confidential details of the neighbour) from one neighbour that referred to Lavinia as a ‘moron’, and it is something that I felt was commonly shared by the majority of the residents on the estate. 
Lastly, the bigger picture of this is that I am still shackled by my past traumas, I am a prisoner in my own home and a hostage of my past. Physical and emotional traumas that I have sustained have been unable to heal, and I am forbidden from recovering from past traumatic events. Events that are mostly that of sexual violence. I am re -living (flash backs) old wounds daily, and I have been coerced by Camden Council into keeping a negative contract that has forced me to keep the secrets of others, more specifically keep the secrets of Camden Council and this tenant who is continuing to re-traumatise me. Being reffered to the Camden 'safety net' by Lavinia is further evidence of how this situation is negatively impacting on me and something I would not have to be doing if Camden had placed me in safe housing as originally requested. Now, I am left in a highly charged situation and living in fear of my life.The evidence driven; dated and time stamped facts were sent to Keiran Waller and Lavinia Myers who have not replied for comment. The email also copied in various Camden Council Councillors and Local M.P Keir Strammer.
(There is not one audience or one public there are many. There may be a breach in some individuals expectation of privacy because it is in the public interest to tell people what they are doing. By writing this article there is sufficient evidence of wrongdoing at Camden Council that is in the public interest to expose)
